Vanguard Carrier with Reflective Armor, especially any kind of regeneration mod on top of that. Small units like infantry can't do enough damage, even en masse before they are wiped out and large units like Phoenix Walkers that can do serious damage only get one attack usually, each turn. Every time I attack the Bombadons I get teleported and lose an action point. With three or Four Bombadons armed with this, they make absolute mincemeat of entire armies especially when they attack cities (if you attack them in the countryside at least I feel you have more of a chance to come at all sides).
